The preliminary discussions that precede the approval process of a plan are a standard phase, designed to facilitate dialogue and exploration between applicants and planning officials prior to the formal submission of their proposal. Such consultations aid in defining key planning aspects and offer guidance on relevant policies and requirements, yet this does not guarantee that the official application will be approved or endorsed in the future.
